Serial/Vin

I have read posts on here about serial numbers, but I am wondering about another angle for my '63 Benly.
I have the original title with a Vehicle ID# CA95E 38157. Where the heck did this number come from? Never heard of this kind of number. I know that the titled owner and bike is correct because the the original owner who since passed away his titled name and address written on the inside of the side covers and 2 places inside the air filter/ starter solenoid area.
The engine number is CA95E-3103575 and the frame number is CA95-3103556.
I don't need a title in my state so registration shouldn't be a problem. My problem is this. There is no number on this bike or parts anywhere that has the strange title ID# so I could use the frame number and have my local police verify it on the required form. However, just spraying primer over that number on the frame makes the numbers disappear as most of you know from re-painting. Should I neatly mask the numbers while painting the frame, then spray that small area with clear so the frame numbers are visible for future buyers? Once I get it registered, I can get a new title no problem. Just concerned about preserving the frame ID numbers. Maybe having them re-ingraved/ stamped deeper in front of the proper authorities?
