What's the fitting for?

Hi all,
My CA95 carb has a rubber hose leading to the power jet air intake, right to the insulator flange on the cylinder head next to the carb bolts.
Now, I'm pretty sure that power jet intake should be going to the air cleaner, but where does the hole on the flange go?
The hose on the parts list is noted as "Tube, Air Vent" (#14) 16231-200-000

The tube should go from the insulator to the air fillter. It conects to a passage way in the insulator that leads to the inlet valve guides, this breathing system stops the oil that lubes the valve and guide from entering the inlet tract.
Nothing should be conected to the air jet.

Thank you! The service manual isn't as clear as I'd like about how those get plugged in...

Without the filter connected, is there any concern about the power air jet pulling in dirt?

The carb is similar to the CB92 carb which has the same type air jet, it never conected to anything, leave it as is.
